    short description
the training “let’s go siberia!” in siberia, will gather 24 youth workers from various parts of europe, who work in their
daily work with unemployed youngsters. the reason for doing so is that there are still huge problems when it comes to the social and economical integration of unemployed youth. therefore, the youth workers at this training will share and
exchange approaches and to build new methods to include the unemployed in the work we do and give those young people a valued place in society.

    background
since quite some years youth unemployment is an issue of concern in all european countries and it seems to be increasing in the present times. various programs and projects have been and are developed by govermental institutions and nongovernmental organizations, which try to tackle the problems that unemployed young people are facing nowadays in our societies. when we look carefully to all these projects, we notice that besides the successes of various programs for unemployment youth, still a certain amount of young people are falling out of all the programs. consequences are that some of these young people drop out of school, hang around on streets, do not have many welfare possibilities, have no or low income, etc. these are mostly the young people that cannot be motivated to take part in any employment program, because they don’t care, want to be unemployed, want to profit from the unemployment benefits that their society offers, or many other reasons.

those youngsters cause direct or indirect problems, to themselves, society or to the both. they have lost their motivation, hopes but also dreams to belong to society and life a more ‘comfortable” lifestyle, to seek for life satisfaction.

vufe we youth for europe association has noted this problem in their own community and has proposed its international
partners to develop a training course for youth workers who work directly with these unemployed people themselves or
who have unemployed youngsters among their group / organisation.

this training would like to bring together 3 youth workers from each participating country, to work with them around
various issues that could help them in empowering unemployed youngsters which who they’re working. selfempowerment a self-assessment and how this could be transferred in working with the target group, will take a big part of the content of the training course.

    dates and venue
dates: 3rd december – 13rd december 2011 (notice that vufe has theright to change the date to january or
february 2012 if the plans doesn’t go as plan )
    place: novosibirsk siberia – russia
accommodation: cool hostal in the big city, exactly place will be tell later!
    aims & objectives
the creation of new partnerships and/or youth projects.
give youth workers the platform to exchange ideas and experiences among each other, en trough this way create
partnerships between several organizations present at the training. this could than result in new future project within
the youth in action program and european youth foundation – council of europe with unemployed youngsters.

improvement of the quality of youth projects.
during the training course the outlines of the youth in action program of the eu and european youth foundation of
the council of europe will be explained towards the participants. together we will work around how to establish good
quality youth projects (by discovering the different possibilities), what the criteria are, how the practical approach in
the development is, and how you can use youth in action and european youth foundation projects in working with
    unemployed youngsters in everyday life.
the promotion of the youth in action programme and european youth foundation.
    1. give youth workers working with unemployed youngsters the knowledge how they can use the youth in action
programme and european youth foundation in their work so that they have an extra tool in their work to
integrated unemployed persons in our society.
    2. bring youth workers in contact with each other so that basic contacts are established for possible future cooperation
within the program and the target group.
to work on the inclusion of young people with less opportunities into.
since the target group will be youth workers who work with unemployed youngsters, we believe that through this way
indirect we will work around the issue of integrating young unemployed people in our society.
we will search among our possible participants a few youth workers who have gone to the same unemployment circle
as lots of young people are going trough nowadays. trough this way we believe that we can establish cross-fertilization
between youth workers (as graduated youth workers) and youth workers who have the same experiences as the target
    group mentioned in the application.
the skills, qualifications and personal development of the participants.
    1. empowering youth workers with knowledge of practical skills in how to organize new approaches / methodologies
in working with their target groups.
    2. sharing of experiencing / methodologies / approaches between youth workers of how they tackle the problems of
    unemployed young people.
    3. sharing of experiences / methodologies / approaches between youth workers how they work with unemployed
    youngsters.
    4. youth workers will have the knowledge of how to set up new projects and ideas within their work.

    working methods used

during the training course several methodologies will be used side by side, taking into account the target group with whom the youth workers are working with. informal and non-formal learning will be a major approach during the training.
experiential learning, socio-cultural education and skill development together with a lot of creativity will be the general
approach in working methods during the whole training.

most of the time, the training will have a personal centered approach. by this, we mean that the starting point of all
actions is the knowledge of the participants and their experiences. this requires a very active and intensive participation
from all the participants. they will be challenged to share, experiment, and to design new possible approaches.
the team will do its best to give them the space to do so in a safe and challenging environment. in this way we want to achieve that the group will get the feeling of ownership, and so, the learning process will be tailor made to their needs.
the basic contemplated working methods are as follows:

    ice-breaking exercises.
    group-building and team-building exercises.
leadership, teamwork and group-work skills development tasks.
    “learning through doing” experiences.
practical challenges and skills development exercises.
    group discussions.
    theoretical inputs, presentations.
    site visits.
    intercultural experiences.
    questionnaires and evaluation forms.
    individual reflection.
    reflection groups.

    work program

the program of the “let’s go siberia!” training course consists of consequent building blocks. every day has its own theme, on which the focus of working lays that day. in this way the whole issue of working with unemployed youth can be tackled and approached in a new consistent way.

the flow of themes in our program is as follows:

me, myself and i: it will focus on the individual person present at the training course. “who am i?” “where am i’m coming from?” “what is my work?” “how do i function?” etc. are questions to be dealt with. as we are coming from different countries, with different realities and backgrounds, it is essential to get to know each other and come to a common understanding among ourselves as a necessary basis to go deeper into the training course.
me versus my organization: since we all will come from different organizations, working with several
target groups and from different countries, it is necessary to allow space to discover how the organizations work in
the field of youth work and in which way they’re related to working with unemployed youngsters. “what is youth
work?” “what is non-formal education in youth work?” “what do we understand as local, regional, national and
international youth work?” etc. are important questions, which should be answered both individually and as in
    groups.
a different approach: this day will focus on the exploring the different realities where youngsters are living in. we will try to search for reasons why people are unemployed besides the normal economical reasons. furthermore we will
analyze several problems which occur and which we face in working with these youngsters. understanding what youth
culture is and how youngsters go through this in their daily life.
in practice: working with unemployed youngster requires specific approaches. after 3 days of discussing, the time is
to get in contact with local projects on the issue of youth unemployment. afterwards, there will be discussions with
different actors, as well as external experts.
youth possibilities: this is day where several possibilities will be explained and discovered how ideas for projects could be implemented in real working situation. the youth in action program as well as the european youth foundation possibilities will be explained. afterwards participants will have the chance to share earlier project experiences, which they already did with the target group.
me, my ideas and competencies: this day will be focusing on two main things. first of all we will try to integrate all the aspects we discussed till so far into project ideas. participants will share and develop ideas for future projects (local,
regional, national and international ones). the second part will be an open space around the theme “working with unemployed youngsters” where the participants can share their knowledge, experiences, methodologies, etc. with
    each other.
follow up: last but not least the link towards the future will be made. “how shall we continue from now on?” “how
are we going to implement the newly acquired knowledge and skills?” “how are we going to communicate among
each other or with others?” etc.

finally an evaluation about the training course will be held to allow collecting critical thoughts of the participants after
tackling the several modules during the previous week.

    profile of participants
the target group for this training course is composed of youth workers and trainers who are directly working with

    “here, there, everywhere”

we plan to apply “here, there, everywhere” on the 1st of june 2011 deadline to
    the executive agency in brussels.

through this project, cultural diversity has a chance to get into the lives of hundreds of
romanian children, with playful activities and creative methods, brought by the evs
volunteers from “here, there ... everywhere”, inspired by the childhood folklore from
    their own culture.

children with different social backgrounds or from various geographical areas in romania,
as european citizens of tomorrow, will have the chance of an early knowledge of the cultural
diversity. this will lead to a realistic understanding of the intercultural universe around them,
accepting cultural differences between people and integrating them into their universe of
knowledge without stereotypes, becoming like this more tolerant, less tempted by
    xenophobia.

evs youth volunteers from all european countries, but also from africa, south america
and china are invited, through the activities that will take place, to scan their own culture and
then to present it in an easy way to the children, making it more attractive and more
understandable for the target group. this process brings by itself a powerful and essential
form of non-formal learning, because scanning is based on the identities of the volunteers,
and it’s made in a way they don’t usually have the occasion to do.

this project continues the experiment of this concept implemented in a.c.t.o.r.’s four
other projects: “intercooltural house”- 2009, “coloring kids' life” from 2009 to
    2010). “here-there” (“aici-acolo”)- 2010-2011, “diversity”- 2011. analyzing the success
of the projects in the local community in romania (ministry of education, teachers, parents,
media and especially children), and also the impact of experiential learning of the volunteers,
led to our decision to extend the idea and to involve new cultures.

each partner will help us select one volunteer. we will select just one partner from each
country. the project will run for one year starting december, 2011.evs sending
organizations are invited to apply by sending us the part iii, filled, scanned by email and in
original by post with signatures and stamps.
